Web developer needed - possibly partner

I am looking for a developer with sound knowledge in php, html, sql and other essential programming skills to work on my project. The project is about local-social web so if you are familiar in this particular field, then it is a plus (but not a minus). It will be a platform based on Google Base concept and uses heavilly social networking sites Facebook and Twitter to complement current Internet trends.

The project is currently under development, outsourced to India, where the core is being built by an experienced company. Your part in the project would be to help launch and maintain the platform and continuously develop other features. I am not a developer myself but have knowledge of local web.

I will reimburse you for your work but the goal is to find a person who will become a firm part of the project - a partner.
